The Autorité des marchés financiers (AMF) has published Bulletin of the Financial Markets Authority 5.2 Guideline for the Use of Artificial Intelligence (the Guidelines) for comment and review for a period ending November 7 2025.
Through the Guidelines, the AMF is setting its expectations for the use of artificial intelligence in the financial services sector in Quebec. It lays down the Regulator’s expectations for Artificial Intelligence (AI) regarding risk management, governance, and business practices and specifies the measures that a financial institution should take to manage the risks associated with the use of AI in a holistic manner and to ensure the fair treatment of customers. The Guidelines applies to licensed insurers, financial services cooperatives, licensed trust companies, and other licensed deposit-taking institutions.
The AMF has based the Guidelines on recognized international principles of governance and risk management and on the Organisation for Economic Co-operation and Development (OECD) Principles on AI.
